The High Technology Crime Investigation Association (HTCIA) was formed to provide education and collaboration to our global members for the prevention and investigation of high tech crimes.
As such, we are an organization that aspires to help all those in the high technology field by providing extensive information, education, collective partnerships, mutual member benefits, astute board leadership and professional management.
The HTCIA is a registered 501(c)(03) not-for-profit. The association’s status can be verified here.

The HTCIA was created in 1986 and we are the oldest and most prestigious association solely focused on investigating high tech crime.

Our History:
The High Technology Crime Investigation Association (HTCIA) was founded in 1986 in response to the limited training and resources available for law enforcement to investigate the growing high technology industry.
Since its inception, the HTCIA has grown into a worldwide organization with chapters all over the world.
Dedicated to providing training and resources on high technology crime investigating for its members, the HTCIA holds a number of seminars, summits and conferences every year, including its flagship International Conference.
HTCIA Milestones:
1986:
12 representatives from Southern California law enforcement and security personnel from private industry came together with the assistance of an established DATTA to form the entity called the High Technology Crime Investigation Association (HTCIA).
1988:
HTCIA held its first state-wide high-tech investigation training seminar.
1989:
HTCIA chartered as an alliance of law enforcement investigators
1990:
HTCIA had a national membership of over 380 people.
1993:
- First HTCIA National training seminar held at the Double Tree Hotel, near San Jose Airport, San Jose, Ca.
2011
Duncan Monkhouse became the first non-United States member to be President of HTCIA.
2011:
25th Annual conference in Palm Springs, California.
